I am keenly interested in the policy implications of carbon tax (or other method of pricing carbon such as C&T) versus tax incentives. Can tax incentives be structured to yield greater emissions reductions per dollar of tax (or the taxes otherwise required to fund tax credits) than pricing carbon?
